I think that eveyone has their own rate of reading and they don't really pay attention to it as much.. It just comes natural-If you like the book and you are having fun reading it you will want to read it faster, but when it comes to textbook material I think that people are more careful on how they read the material-especially if you haven't learned it yet and it is something new. But as far as if we should change our rate in which we read to fit the purpose I would have to say no because we already do but we tend to not notice it.
